28 • Transformation Through Training • Issue No: 12 • May 2019 Division (PDD), which has absorbed all designated Warfare Development functions and is also responsible for planning and analysis for the training centre as a whole. To establish this new division, the former Training Support Division had to be restructured, to build the second innovative and essential pillar for Transformation in our Centre and to have a better alignment with ACT and especially with the newly established Joint Force Developer. The new Division serves as a forward looking entity and is responsible for programming and scheduling of training, exercises, and warfare development events. The JFTC Battle Lab, which is the only one of its kind in NATO, is the key enabler of Warfare Development activities such as tests, experiments, workshops and support to training related concept development. It offers a unique opportunity for NATO Command Structure and NATO Force Structure entities, nations, partners, Science & Technology Organisations and industry to test prototypes and new concepts on the NATO training platform with realistic NATO exercise data. As a new member of the Allied Command Transformation (ACT) Concept Development & Experimentation (CD&E) community, JFTC supports the ACT Warfare Development providing better and more efficient CD&E integration into exercises with special focus on the joint tactical level. The more intensive integration of tests/ experiments into exercises is a new aspect emerging from the new JFTC Mission Statement. As an example, JFTC is currently coordinating three different experiments to be integrated into the Loyal Leda 2020 (LOLE 20) exercise as a test bed for integrating experiments into joint tactical exercises in the future. With the increased Peacetime Establishment and the extra personnel and services provided by NATO Communications and Information Agency, JFTC is ready to host more tests, experiments and related workshops starting mid-2019. Command Group and Headquarters Support Division –The coordinator and supporter The Command Group (CG) provides general support, coordination, management, administrative service, and specialist advice to the Commander and Deputy Commander/ Chief of Staff. It provides and sustains strategic level command and control capabilities to support the Commander. CG consists of the Commander and his office along with the Deputy Commander/Chief of Staff, Staff Advisory Group, and the Director of Management. Even though it is a part of the CG, the Office of the Director of Management is hierarchically an equivalent of a division. The DOM Office coordinates divisions, Staff Advisory Group, Special Staff as well as subordinate staff and reports to the DCOM/ COS in the production and synchronisation of all staff work requiring attention of COM or DCOM/COS. The DOM is responsible for managing all JFTC business processes, the battle rhythm, coordination of staff action, Information and Knowledge Management (IKM), VTC scheduling services, Central Registry, Protocol and Conference Support (PCS), staff administrative guidance and support, and management of tasking. Like already in the past, the Headquarters Support Division (HSD) is responsible for the institutional and event support. It ensures human resources, financial, infrastructure, property management and security at the Joint Force Training Centre in support of static and distributed training, exercises, tests and experiments. HSD is the backbone for JFTC to focus on the planning and execution of exercises. Implementation of the changes –The way ahead The new Peacetime Establishment, containing all the planned changes, was approved by the North Atlantic Council (NAC) in April. During the Posts Allocation Conferences end of November last year and in May this year, the Nations can bid on the new and unallocated positions at JFTC. As of now we received the interest of additional Nations like the United Kingdom to contribute to accomplishment of the JFTC mission. Based on that, in the future, JFTC will have at least 17 Nations participating in the new tasks. The new PE structure is a necessary balanced blend between military posts and such for NATO International Civilians. The successive filling of the new military posts is expected starting from summer 2019. The recruitments for the additional new NATO International Civilians posts have already started and the first ones will arrive soon. Withthemanningandtheimplementation of its new capabilities, JFTC will have the ability to support theAlliance in a much more effective way. ■
